Training Solutions for Federal Acquisition Certification (FAC) Programs

Building a capable workforce is more challenging than building capacity. A consistent approach, supported by management, to developing and supporting PM principles and practices will improve results. Agency executives should assess, implement, and measure an integrated and comprehensive training program, while not forgetting to reform and improve the processes and tools used by those involved in improving acquisition outcomes.

The Office of Management and Budget (OMB) and the Office of Federal Procurement Policy (OFPP), together with the Federal Acquisition Institute (FAI), have recognized the need to define the competencies and skills required for those performing acquisition-related work in civilian agencies, and have established certification programs for Contracting (FAC-C), Contracting Officer's Representatives (COR), and Program and Project Managers (FAC-P/PM). Each program includes education, training, and experience requirements.
